Why is Rudy Giulianni considered tough on terrorism?

Hell he was walking the streets of New York on 9/11 because his command center was placed in the WTC after the truck bombing on the WTC. The experts recommended that the command center be placed in New Jersey in a hardened bunker, which is where it is today, but Rudy made a political decision to put it in the WTC. So Rudy is the hope of the Republicans?
