How do you test to see if its a bad fuel pump or power not getting to it for a 1990 plymouth Voyager?

My car would not start after 10 below zero, and thought maybe it was water in the tank that froze up. When I warmed the car up it tried too start but would not stay running. Now it will do nothing and I don't hear the pump coming on at all.
