How can I block a web page?Hadodoraibugado keeps popping saying something about my computer performance.?

Since the website is in Japanese, I can't figure out what it means....I can only read that it does something to "hard disc errors" , removes bad files, it can protect my comp from harmful stuff etc. Since I have Norton Antivirus already installed, I don't think I need to install another strange programs. Whenever I click the X or close on, another full page appears with that hadodoraibugado stuff. Also if I click "cancel", the same hado page reappears full screen. How do I get rid of this nasty web page that appears daily? I want to get rid of this for good. Help please.
